Exporting/Importing to Saudi Arabia - New Conformity Assessment Rules and Requirements under SALEEM-SABER

The Saudi Standards, Metrology and Quality Organization (SASO) has recently announced that it is in the process of changing the Conformity Assessment rules for exports to the Kingdom of Saudi Arabia.
 
Regulated Products (RPs) subject to conformity assessment are now identified by specific HS codes and must comply with the rules of SASO’s new Technical Regulations (TRs). SASO has so far adopted (38) TRs, and more are expected to be added in the coming year. 

To this end, SASO have developed their own electronic certification system called SABER. Importers must now initiate the certification request for RPs they intend to import by accessing SABER, registering the RPs and choosing one of the SASO Approved Certification Bodies. Intertek has been approved as a CB by SASO for issuing “Certificates” for sanctioned TRs.
 
Intertek must issue a Product Certificate for each RP to ensure that it meets the Saudi Arabian standards, technical requirements and rules; product Certificates can be renewed on an annual basis. In addition, Intertek must issue a Shipment Certificate for each shipment. 
 
SASO have announced a start date of 1st January 2018 for commencement of this new Certification system through SABER on a voluntary trial basis. The system will become mandatory as of 1 July 2018. SABER is currently undergoing commissioning by SASO and is not expected to become ready and fully operational before 1st February 2018.
